LAHD’s program generally covers residential rental properties with two or more units on a parcel and at least one unit rented or offered for rent. LAHD determines the applicability and any exemption for a specific property.
You receive a private written SCEP Readiness Report for visible, accessible areas. It includes photo-documented findings, priority, likely trade, apparent permit or design-professional flags, and recommended next actions. Any construction proposal is separate.
No contractor can guarantee a future City result. We help identify visible, accessible conditions and reduce avoidable surprises; LAHD makes the final determination.
Licensed construction work can be scoped and performed by Owl Tower Construction Group, Inc. within its CSLB classification, with specialty trades, permits and design professionals added when the scope requires them.
Upload it with the actual compliance date. We can separate repair items from permit or legalization issues and build a practical correction path around the written order.
We focus on City of Los Angeles rental properties, including San Pedro, Wilmington, Harbor City, Harbor Gateway and Pacific Palisades. SCEP is an LAHD program and does not apply merely because a property is elsewhere in Los Angeles County; the property address and City jurisdiction control.
