Not necessarily. Mailing labels can differ from municipal boundaries. The parcel location and official agency notice determine whether the request belongs in LAHD SCEP.

Does SCEP cover Gardena properties?

No. Gardena is a separate incorporated city. A Gardena property does not enter LAHD SCEP merely because it is in Los Angeles County.
