Priority coverage
SCEP applies based on the property and LAHD jurisdiction. These are our current local priority areas—not a claim that every property in the neighborhood is automatically covered.
This is a core field-service area for Owl Tower. A Torrance mailing address or nearby cross street does not decide jurisdiction—the actual parcel must be inside the City of Los Angeles.

Torrance, Gardena, Manhattan Beach, Hermosa Beach and the Palos Verdes cities are in Los Angeles County but are not part of the City of Los Angeles. Their properties do not enter LAHD SCEP solely because they are in the county.
Owl Tower provides a private contractor-led readiness service. LAHD determines whether a property is covered, performs the official inspection and makes all compliance decisions.
