A City of Los Angeles corridor directly beside Torrance and Gardena.

This is a core field-service area for Owl Tower. A Torrance mailing address or nearby cross street does not decide jurisdiction—the actual parcel must be inside the City of Los Angeles.

We provide private visible-condition walkthroughs, written readiness reports and separately scoped correction work for qualifying rental properties before an LAHD visit.

Owners can start with the Notice of Inspection, property address and inspection date. The report organizes visible findings by priority, likely trade and recommended next action.

The boundary matters

Los Angeles County is not the same as Los Angeles City.

Torrance, Gardena, Manhattan Beach, Hermosa Beach and the Palos Verdes cities are in Los Angeles County but are not part of the City of Los Angeles. Their properties do not enter LAHD SCEP solely because they are in the county.

Owl Tower provides a private contractor-led readiness service. LAHD determines whether a property is covered, performs the official inspection and makes all compliance decisions.
