A City of Los Angeles location is necessary but does not automatically prove coverage. LAHD makes the property-specific SCEP determination.

SCEP is a City of Los Angeles program
The Los Angeles Housing Department administers SCEP for qualifying rental properties within the City of Los Angeles. “Los Angeles County,” “South Bay” and a postal city are not substitutes for checking the municipal boundary.
LAHD’s current guidance generally describes covered property as a parcel with two or more residential units and at least one unit rented or offered for rent. LAHD determines the coverage and any exemption for the specific property.

Our Harbor-area SCEP focus
Harbor Gateway, Harbor City, Wilmington and San Pedro are City of Los Angeles communities. Qualifying rental properties there may fall within LAHD SCEP, making them logical local service areas for a Torrance-based contractor.
- Harbor Gateway: confirm the parcel carefully because City boundaries run beside Torrance and Gardena.
- Harbor City and Wilmington: the City’s Wilmington–Harbor City planning area is within Los Angeles.
- San Pedro: City of Los Angeles jurisdiction, including rental buildings that meet LAHD’s property criteria.
- For every address, the property type and any applicable exemption still matter.

Pacific Palisades is also inside Los Angeles
Pacific Palisades is a City of Los Angeles neighborhood in Council District 11 and the Brentwood–Pacific Palisades community planning area. Qualifying rental properties can therefore be within LAHD SCEP even though the neighborhood is far from Downtown and often associated with the Westside rather than “Los Angeles” in everyday speech.
Owl Tower includes Pacific Palisades as a priority SCEP-readiness service zone. The intake still checks the address and property characteristics before scheduling.

Nearby independent cities are different jurisdictions
Torrance, Gardena, Carson, Lomita, Redondo Beach, Hermosa Beach, Manhattan Beach and the Palos Verdes cities are all in Los Angeles County, but they are not the City of Los Angeles. A property there does not become part of LAHD SCEP merely because it is in the county.
Those cities and, in some cases, Los Angeles County departments administer their own building, code-enforcement, fire or rental-habitability processes. This SCEP funnel should not use their names as if LAHD were the authority there.

Use an address-first qualification step
Before selling a SCEP service, verify the address through an official City tool and review the actual LAHD document when available. Then confirm the parcel’s rental-unit configuration and whether LAHD has stated that the property is covered or exempt.
- Step 1: enter the street address in the City of Los Angeles Neighborhood Info tool.
- Step 2: review the LAHD notice, billing or registration document supplied by the owner.
- Step 3: confirm the number and use of residential units on the parcel.
- Step 4: if jurisdiction remains unclear, ask LAHD before representing the service as SCEP readiness.
