Can a General Contractor Prepare a Property for an LAHD Inspection?

A licensed general contractor can provide a private visible-condition walkthrough, organize a correction scope and perform construction within the applicable license. The contractor does not become the LAHD inspector and cannot certify the City's result.

Yes—for private preparation and properly scoped construction. No—for the official SCEP inspection, City citations, code determinations or a guaranteed pass.

What a private contractor can do

  • Review the complete LAHD notice and inspection date
  • Walk visible, accessible units, common areas and exterior areas within the agreed scope
  • Document observable conditions with photographs and locations
  • Prioritize next actions and identify likely trade or permit questions
  • Prepare a separate proposal for construction within the applicable license

What only LAHD can do

LAHD performs the official SCEP inspection, decides whether a condition violates the applicable requirements, issues written orders and determines whether the SCEP case can be closed. A private report is an owner preparation tool, not a municipal certificate.

Where a General Building license helps

A B — General Building contractor has practical experience coordinating building scopes that involve multiple systems and trades. That supports correction planning and construction sequencing, but it does not erase specialty-license, permit or design-professional requirements.

When another professional is required

  • Specialty electrical, plumbing, fire-protection or other trade work
  • Structural analysis or engineered design
  • Architectural plans, zoning or code analysis
  • Hazardous-material testing or remediation outside the contractor's scope
  • Legal advice about tenants, access, enforcement or appeals
